Nehemiah - Chapter 13
Neh 13:1 On that day they read in the book of Moses in the audience of the people; and therein was found written, that the Ammonite and the Moabite should not come into the congregation of God for ever;
Neh 13:2 Because they met not the children of Israel with bread and with water, but hired Balaam against them, that he should curse them: howbeit our God turned the curse into a blessing.
Neh 13:3 Now it came to pass, when they had heard the law, that they separated from Israel all the mixed multitude.
Neh 13:4 And before this, Eliashib the priest, having the oversight of the chamber of the house of our God, WAS ALLIED UNTO TOBIAH:
NOT "OVERSIGHT" OF THE PEOPLE, BUT OVERSIGHT OF THE CHAMBER WEREIN WAS THE TITHES AND OFFERINGS.
Keep in mind the word "oversight" because it doesn't just refer to watching over the storage of tithes and offerings, it also as to do with the DISTRIBUTION of tithes and offerings back to the people at their point of need, and also during a time of celebration. This is the job details of the priest, and a tithe of the titheS was his payment, but not just him as will soon see. Again, one of the job descriptions of "Oversight of the chambers", is the DISTRIBUTION of the tithes and offerings back to the tithers.

Neh 13:5 And he had prepared for him (FOR TOBIAH) A GREAT CHAMBER, WHERE AFORETIME THEY LAID THE MEAT OFFERINGS, THE FRANKINCENSE, AND THE VESSELS, AND THE TITHES THE CORN, (the tithes of) THE NEW WINE, AND THE OIL, WHICH WAS COMMANED TO BE GIVEN TO THE LEVITES, AND THE SINGERS, AND THE PORTERS, AND THE OFFERINGS OF THE PRIESTS.
As we see again, A tithe of the tithes was NOT just a payment for the priests, it was also for the "singers" and "porters". So tell your church leaders if they're making themselves into some kinda modern day Levitical priests, that believe God put them in charge of this thing called "money tithes", tell them to make sure out of all the various tenth that are collected of the people and put into one storage, they only reserve a right to take to themselves 10% of all the tithes ones it's all counted up. Tell them to be sure the choir and all the singers and musicians in the church gets paid 10% of the tithes that they've ( the leaders ) have gathered of all their members AND make sure ALL of the People that work hard to keep the church clean AND the ushers i.e. doorkeepers , also get paid 10% of the over all tithes.
IF YOU, AS "CHURCH LEADERS" DON'T DO THIS, YOU ARE EITHER ADMITTING YOU ARE ROBBING GOD AND HIS FLOCK, OR YOU ARE ADMITTING THAT MONEY TITHE IS NOT REAL BIBLICAL TITHE.

Neh 13:10 AND I PERCEIVED THAT THE PORTIONS OF THE LEVITES HAD NOT BEEN GIVEN THEM: FOR (because) THE LEVITES AND THE SINGERS, THAT DID THE WORK, WERE FLED EVERYONE TO HIS FIELD.
Here so far we see that all the priests, and singers, and workers, are not receiving their portion of the offerings, and tithes, all because of one priest, and his hospitality toward his guest, Tobiah. At that, seeing as all the workers are being denied their wages they all fled to the their area of the field that they gathered from. This way, instead of gathering and storing into the chambers i.e. storehouse, they had to hold on to what they gathered without storing it, which most likely means it didn't keep very long due to insects i.e. pest, they didn't have chemical pesticides back then to keep certain pest/insects from "DEVOURING" the fruit of the ground.
Neh 13:11 THEN CONTENDED I WITH THE RULERS, AND SAID, WHY IS THE HOUSE OF GOD FORSAKEN? AND I GATHERED THEM TOGETHER, AND SET THEM IN THEIR PLACE.

Neh 13:13 And I made treasurers over the treasuries, Shelemiah the priest, and Zadok the scribe, and of the Levites, Pedaiah: and next to them was Hanan the son of Zaccur, the son of Mattaniah: for they were counted faithful, AND THEIR OFFICE WAS TO DISTRIBUTE UNTO THE BRETHREN.
Again, we see in verses 4-10 That, one priest and Tobiah had taken over the chambers, that were meant for the storage of the offerings and tithes. They ran off the Levites, singers, and workers, Then nehemiah withstood the rulers, contending with them, and set things strait, then they brought back all of the tithes and offerings into the chambers. Let's go back a chapter. Nehemiah 12:43-47
Neh 12:43 Also that day they offered great sacrifices, and rejoiced: for God had made them rejoice with great joy: the wives also and the children rejoiced: so that the joy of Jerusalem was heard even afar off.
Neh 12:44 And at that time WERE SOME APPOINTED OVER THE CHAMBERS FOR THE TREASURES, (storage) FOR THE OFFERINGS, FOR THEIR FIRSTFRUITS, AND FOR THE TITHES, TO GATHER INTO THEM OUT OF THE FIELDS OF THE CITIES THE PORTIONS OF THE LAW FOR PRIESTS AND LEVITES: for Judah rejoiced for the priests and for the Levites that waited.
Neh 12:45 And both the SINGERS and the PORTERS KEPT THE WARD OD THEIR GOD, (They were Gods watchmen i.e. keepers of the door or gate) AND THE WARD OF THE PURIFICATION, according to the commandment of David, and of Solomon his son.
Neh 12:46 For in the days of David and Asaph of old THERE WERE CHIEF OF SINGERS, AND SONGS OF PRAISE AND THANKSGIVING UNTO GOD.
Neh 12:47 AND ALL ISRAEL IN THE DAYS OF ZERUBBABEL, AND IN THE DAYS OF NEHEMIAH, GAVE THE PORTIONS OF THE SINGERS AND THE PORTERS, EVERY DAY HIS PORTION: and they sanctified holy things unto the Levites; and the Levites sanctified them unto the children of Aaron.
These chambers and treasuries were storehouses, for tithes, and offerings, and whatever other treasure aka storage they possessed. Notice, much like in Malachi, kind of the same thing happened in Nehemiah 13:1-13 and 1 Samuel 2:12-17. Here in Nehemiah 13:1-13 The priest and rulers were not allowing the tithes and offerings to be brought into the treasuries and chambers aka storehouses. They had ran the Levites, porters (watchmen), and singers (also watchmen and worshipers) away with no portion. The priest, Tobiah, and the rulers stood in the way of the gathering and storing. But God had Nehemiah take back the chambers, then contend with the rulers. Opened the doors once again to the Levites, porters, and singers, allowing them to do their work of gathering, and storing tithes and offerings in the treasuries and chambers. Of course we remember that over in 1 Samuel 2:12-17 the priest actually had his minion help him steal the meat offerings, forcefully taking the meat out of the cauldron with a flesh hook before it boiled, so they could sell it raw, for their own profit.
Some believe that they have to lay their tithes and offerings money at their ministers feet like in the book of acts. Many Christians are told by their "spiritual authority", that they should lay the tithes and offerings money at their pastors feet or at the feet of their man or woman of God, And God will bless them in some unknown, manifest, materialized from the spiritual realm manner. While they ("The spiritual authority") spend every drop of the tithes and offerings money the way they see fit. In other words they use the money to invest in expanding the building adding nurseries or offices for the pastor and staff of elders. In mega churches they spend all the money on satellite "to get the gospel out", The only correct thing a mega church may do with the tithes and offerings money is feed the hungry, but even their motive toward the poor and hungry are corrupt. They exploit the poverty of the needy to solicit your money, while they (the mega church leaders) and THEIR ministries receives ALL of the praise and glory that they try to share with God, but only as a pretense.
UNDERSTAND THIS, YOUR SPIRITUAL LEADERS USE YOUR TITHES AND OFFERINGS MONEY AS PAYMENT FOR THEMSELVES AND THEIR SPECIAL GUEST SPEAKER FRIEND THAT THEY SHARE THEIR PULPIT WITH. WITH YOUR TITHES AND OFFERINGS MONEY THEY'LL EVEN PUT THEIR GUEST MINISTER UP IN HOTELS. BUT THEY'LL NEVER TAKE OF THE TITHES AND OFFERINGS AND GIVE THE USHERS, CHOIR, OR CHURCH WORKERS THEIR PORTION, SHADES OF NEHEMIAH 13:1-13, THEY OPENLY USE THE TITHES AND OFFERINGS MONEY AS REVENUE MONEY. THIS SHOWS THAT THE BULK OF YOUR TITHES AND OFFERINGS MONEY IS NOTHING MORE THAN, A NOT SO GREAT, NOT SO EXACT, SIMULATION OF BIBLICAL TEMPLE TAX. Act 4:34 NEITHER WAS THERE ANY AMONG THEM THAT LACKED: FOR (because) AS MANY AS WERE POSSESSORS OF LANDS AND HOUSES SOLD THEM, AND BROUGHT THE PRICES OF THE THINGS THAT WERE SOLD,
Lack is not a sin, but it's also not a custom of Gods kingdom, and these verses are proof of that. God has his people that have great possession to do away with the lack in the lives of his people that are lacking. TODAY RICH UPPER CLASS CHRISTIAN LEADERS TRULY HAVE NO PERSONAL LACK, BECAUSE THE "AVERAGE SAINT" WHO IS CAPABLE OF LACK CONSTANTLY BY THE MULTITUDES, FUND THEIR "PROSPERITY" AGENDAS, IN THEIR RELIGION. THOSE WITH LITTLE, SUPPLY THOSE THAT HAVE MUCH, AND THOSE WITH LITTLE OR NOTHING, GET LEFT BY THE WAYSIDE. THEIR RELIGION, TELLS THE GIVER, TO BE IN EXPECTANCY, AND IN COVETOUS WANT FOR HOUSES AND LANDS. BUT HERE IN ACTS "AS MANY AS WERE POSSESSORS OF LANDS AND HOUSES SOLD THEM" SO THE MONEY FROM THESE THINGS COULD BE DIVIDED EQUALLY TO EVERYONE ACCORDING TO THEIR NEED. THIS IS HOW GOD KEPT HIS PEOPLE THAT NORMALLY LACKED, FROM LACKING. THE LEADERS OF THE CHURCHES FOR YEARS HAVE COLLECTED MONEY FROM THE PEOPLE, MANY OF WHICH ARE NOW MILLIONAIRES, MADE BY THEIR MEMBERS AND PARTNERS. THEIR SHOULD BE ABSOLUTELY NO REASON WHATSOEVER FOR ANYONE IN THE BODY OF CHRIST TO SUFFER LACK. BUT THE PROSPERITY TEACHING, AND IT'S FOUNDERS, IS THE BIGGEST REASON WHY CHRISTIANS AT THE POINT OF THEIR NEED, ARE TURN AWAY WITH THE HOPES THAT ONE DAY, ALL THE PROMISES OF THE PROSPERITY TEACHING WILL FULLY MANIFEST IN THEIR POCKET, POCKETBOOK, WALLET, OR BANK ACCOUNT.

Even ole Barnabas sold his land along with everyone else.
PONDER THIS PSALM
Psa 15:5 He that putteth not out his money to usury, nor taketh reward against the innocent. He that doeth these things shall never be moved.
OK, BACK TO THE ACTS
Act 4:32 And the multitude of them that believed were of one heart and of one soul: neither said any of them that ought of the things which he possessed was his own; but they had all things common.
Everyone, including Barnabas the levite, sold their houses and lands and laid the money at the feet of the apostles, who thereafter DISTRIBUTED THE MONEY AMONG EVERYONE. The Apostles MADE DISTRIBUTION (diadidomi Greek) OF THE MONEY, i.e. DEALT OUT MONEY to EVERYONE according to THEIR NEED. They were not in sin because they had a need. The money that saints lay on the altar at their leaders feet, is nothing more than a down payment on cars, houses, and land, that the prosperity doctrine, and preachers, caused them to believe, that God will manifest these things, one day from the spirit realm. While in the mean time, the church leaders keep the money for church BUSINESS related reasons. While over in Acts 2:40-47 three thousand souls were added to the church, they all sold their possessions and goods, and parted them as they had need.
Act 2:40 And with many other words did he testify and exhort, saying, Save yourselves from this untoward generation.
Act 2:41 Then they that gladly received his word were baptized: and the same day there were added unto them about three thousand souls.
Act 2:42 And they continued stedfastly in the apostles' doctrine and fellowship, and in breaking of bread, and in prayers.
Act 2:43 And fear came upon every soul: and many wonders and signs were done by the apostles.
Act 2:44 And all that believed were together, and had all things common;
Act 2:45 And sold their possessions and goods, and parted them to all men, as every man had need.
Act 2:46 And they, continuing daily with one accord in the temple, and breaking bread from house to house, did eat their meat with gladness and singleness of heart,
Act 2:47 Praising God, and having favour with all the people. And the Lord added to the church daily such as should be saved.
While there is NO TITHING among the new testament believers, Acts 4:35 and Nehemiah 13:13 are comparable, because of the job description of the Apostles of Acts, and the Priest of Nehemiah. The tithes and offerings of Nehemiah 13 were eaten by the tither, and the workers i.e. the Levites, porters, and singers, and was also put under their watch. The priest was given (by God) the responsibility to DISTRIBUTE i.e. DEAL OUT THE TITHES AND OFFERINGS to the Levites, porters, singers, fatherless, widows, and strangers. While the money of Acts 4 had been put in the care of the Apostles, laid at their feet by free will choice. No one asked them to do it, no one told them, they had to do it. This wasn't tithing, which was under the Law, this was free will giving. The Apostles were given (by God) the responsibility to DISTRIBUTE i.e. DEAL OUT THE MONEY FROM THE PROPERTY SALES to EVERYONE according to THEIR NEED. But now let's take a look at tithing, in the new testament.
